Manitoba Internationally Educated Nurses (IEN) Program
The Manitoba Internationally Educated Nurses (IEN) Program supports nurses who were
educated outside of Canada and are living in Manitoba. The program helps
participants work toward nursing licensure and employment in Manitoba.
The program provides guidance and access to supports to help participants understand
nursing licensure requirements, plan next steps, and move through the process.
The program does not issue licenses or replace regulatory requirements. It helps
participants navigate the process and access eligible supports.
Eligibility
You may be eligible for the Manitoba IEN Program if you:
- Completed your nursing education outside of Canada
- Are currently living in Manitoba
Individuals who are educated in a health profession other than nursing (e.g.,
pharmacy, midwifery, etc.) may visit the Manitoba
Careers for Internationally Educated Professionals Program for
related supports.
English Language Requirements
- A Canadian Language Benchmark Assessment is not required to
apply to the Manitoba IEN Program.
How the Program Works
Once you are registered, you will be connected with an employment navigator who will
assess your needs and provide guidance accordingly. In general, the program
includes:
- Creating an individualized Action Plan
- Completing nursing licensure requirements with guidance
- Preparing for employment in Manitoba
- Participants of the program can connect with an employment navigator at any time
Available Supports
Each participant’s nursing pathway is different. Depending on your situation,
eligible participants may receive support with:
- Understanding nursing licensing and registration requirements in Manitoba
- Completing assessments, exams, or education that may be required
- Bridging, refresher, or re-entry education, if needed
- Employment preparation and job-search support
- Navigating Manitoba programs and services
- Financial supports, if eligible (see below)
Supports are planned through an individualized Action Plan, based on
your nursing background and pathway.
Funding and Financial Supports
To be eligible for financial support, you must be:
- A Canadian citizen, permanent resident, or protected person
- Do not currently hold nursing registration or a nursing license in any Canadian
province or territory
Eligible participants may receive financial support to help pay for:
- Licensing and registration costs
- Assessments and exams
- Education, bridging, or refresher programs
- Other approved participation-related expenses
Funding decisions are made after program intake and depend on individual
circumstances.
Participant Obligations
Participants must actively work toward completing their registration pathway and
employment preparation. This work must follow the agreed Action
Plan.
Participants are responsible for becoming familiar with the requirements of the
applicable nursing regulator and for completing those requirements as part of their
pathway. Should you have any questions about the licensure process, please contact
your assigned employment navigator.
In special situations, such as short-term illness or injury, participants may request
a temporary pause. Each request is reviewed individually.
Participation may end, and funds may need to be repaid, if false, inaccurate, or
incomplete information is provided at any time during the program.
Working With Your Support Team
Participants who are approved for funding are connected with a Career Development
Consultant through Manitoba Business, Mining, Trade and Job Creation for
funding-related matters.
Participants continue to work with an employment navigator for guidance on nursing
registration pathways, requirements, and employment preparation.
Participants are expected to:
- Work with both their employment navigator and career development consultant
- Keep both informed of progress, changes, or delays
- Follow the agreed Action Plan
Staying in contact with both supports helps ensure smooth coordination and continued
participation in the program.
Employment in Manitoba
The program provides information and guidance about:
- Nursing roles and work settings in Manitoba
- Employer expectations
- Preparing to look for nursing jobs after licensure
The program does not guarantee employment.

Internationally educated nurses who are living in Manitoba are encouraged to apply
early. Applying early helps you receive guidance before spending money on
assessments, education, or exams.

- Most applicants are contacted by email within about 15 business
days.
- Response times may be longer during busy periods.
