"New" means learners who did not attend the ALC program in the previous program year.
For agencies delivering both ALC and MALP programs, learners may have attended the MALP program in the previous year,
however, they may be "new" to the ALC program within the agency. Count learners that are new to the ALC programming.

The ALC intake/registration form should collect information regarding learner participation in a certified Manitoba Adult Literacy Program in the previous program year.
If your ALC receives MALP funding and the learner attended your MALP in the previous program year, or any other MALP funded program, include this data as well.
