Please read the information on the application form carefully. The information collected is required to review and process your licence application. All required documentation must be included for the licence to be issued by the Registrar.

Please note, if you allow your license to lapse, you will be required to make a complete re-application including the results of a new Criminal Record Check and the results of a new Child Abuse Registry check which must be dated within the 6 months prior to the date of application.

Your personal information is being collected pursuant to section 6 of The Private Investigators and Security Guards Act (PISGA) and section 36 of The Freedom of Information and Protection of Privacy Act (FIPPA) to determine your eligibility for a licence under The Private Investigators and Security Guards Act (PISGA).

Please Note:

  • You are not required to include pardoned convictions, convictions under the Youth Criminal Justice Act (Canada) and speeding or parking violations.
  • Please note: If your Criminal Record check results indicate that you have any criminal convictions and/or pending charges, you must include with your criminal record check results a letter or transcript from the Police Agency or Police Agencies listing the pending charges and convictions and sentences.

Licence History
Photograph

Please upload a current photograph of yourself. This photograph must be a digital or electronic file image in a .jpeg file type. The photo must be a clear image, displaying your head and shoulders with a neutral background. Any photo which is unclear, obscured by shadows, or of poor quality may be rejected and will delay the processing of your application.


Important

Photo tips:

  • Please ensure photos are passport quality against a neutral background (no other people, objects, signs, etc.)
  • Photos displaying more than your head and shoulders, that are unclear, obscured by shadows or where you are wearing a hat or uniform may result in your application being rejected.
  • Photos must be updated every three years or whenever you have altered your appearance significantly.
Proof of Competency

A Private Investigator licence cannot be issued without proof of competency.

Proof of Training

If you are applying for a security guard license, you must include a legible copy of your training certificate or successful exam challenge letter.

If you have selected I Have No Current Proof of Training, you must select Temporary Security Guard under Licence Type at the top of this form.

Applications submitted without proof of valid training by Individuals already issued a temporary licence will be returned.

You cannot seek a licence until you have Proof of Training. Meanwhile, you can return to the licence selection and request a temporary licence.

Proof of Training Enrollment

For a temporary licence, proof of enrollment in the Manitoba Security Guard Training Program is required.

Identification

To confirm the identity of the applicant, 2 pieces of identification are required, which must include one piece of photo ID and one piece of Canadian government issued ID. Licence Equivalency

If you have moved to Manitoba from another Canadian Province or Territory where you hold a valid security guard licence and that province has a training standard in place, you may be eligible for training equivalency. To be considered for training equivalency with your Manitoba licence application, a copy of your valid security guard licence and training certificate is required, please upload here. Please note that you must reside in Manitoba and have an address for service in Manitoba at the time of application. Consent

Section 10 of The Private Investigators and Security Guards Act states:

Investigation of applicant
10) The registrar, or any person authorized person by him, may make such inquiry or investigation as he deems sufficient regarding the character, criminal history, financial position and competence of an applicant or a licensee and may require an applicant or a licensee to pass such examinations to determine competence as the registrar deems necessary.
